MINUTES OF A MEETING

OF THE BOARD OF COUNCIL OF THE

CITY OF FORT THOMAS,

CAMPBELL COUNTY, KENTUCKY, ON

MONDAY, APRIL 21, 2008

 

 

Mayor Mary Brown called the meeting of City Council to order at 8:00 P.M. on April 21, 2008.  The Clerk called the roll and the following Councilmembers were present:  Jill Steller, Jim Doepker, Barbara Levine, Eric Haas, Roger Peterman, and Tom Lampe.  Staff members in attendance included: City Administrative Officer Don Martin, City Clerk Melissa Kelly, Finance Director Fred Ewald, City Attorney Jann Seidenfaden, Fire Chief Mark Bailey, and Police Chief Mike Daly.

 

Mayor Brown led the Pledge of Allegiance to the flag. 

 

Chief Mike Daly introduced the City's newest police recruit, Emily Leising to Council and presented her with her badge.  Emily introduced her family and friends.  Mayor Brown welcomed her to our Fort Thomas family.  Emily will leave for the academy in May.

 

Minutes

 

The minutes of the April 7, 2008 meeting were presented to Council for consideration.  A motion was made by Mrs. Levine and seconded by Mr. Doepker to approve the minutes as written.  The motion passed by a unanimous vote.

 

Reports of Officers

 

Fire Department Monthly Report:  Chief Mark Bailey presented his monthly report for March to Council.  Chief Bailey also reported on the two recent dryer fires that occurred within the city.  He noted that he will include an article in the next newsletter regarding fire safety.  A motion was made by Mrs. Levine and seconded by Mr. Doepker to receive and file the Fire Department Monthly Report for March.  The motion passed by a unanimous vote.

 

Police Department Monthly Report:  Chief Daly presented his monthly report for March to Council.  Chief Daly noted that the Police Department received a grant for a Thermal Imager through a direct assistance program from Homeland Security.  The department also was awarded a grant by the Technology Transfer Program.  The department was awarded a G2 Sentinel, which is a covert camera setup.  A motion was made by Mr. Doepker and seconded by Mr. Lampe to receive and file the Police Department Monthly Report for March.  The motion passed by a unanimous vote.

 

For the record, Mrs. Steller thanked the Police Department for all of the hard work they did on the "Citizen's Police Academy".  Mrs. Steller attended the academy and noted that it was a very successful and worthwhile program.

 

Campbell County Dispatch Center Annual Report:  The 2007 Annual Report was received from the Campbell County Dispatch Center.  A motion was made by Mrs. Levine and seconded by Mrs. Steller to accept the Dispatch Center's Annual Report.  The motion passed by a unanimous vote.

 

2007/2008 Bow and Arrow Discharge Report:  City Administrator, Don Martin updated Council on the 2007/2008 "Archery in Fort Thomas" Report.  Mr. Martin went into extensive detail regarding the original plan, the outcome and ideas for possible future amendments to the Deer Management Plan.  The concepts that Mr. Martin presented were received from citizens regarding changes in the plan.  Eric Haas and Jim Doepker noted that the report was very well done.  Tom Lampe thanked Mr. Martin for a thorough job

 

City Administrator's Report:  Don Martin presented his report to Council.  Mr. Martin discussed the following:

 

·         Televising Council Meetings:  The Council meetings will be televised on channel 20 as follows:  7:00 p.m. two days following the meeting, 10:00 a.m. three days following the meeting, and 12 noon the Saturday after the meeting.

 

·         BP at Highland and Grand:  The sale and transfer of the BP station at Highland and Grand Avenue was finalized last week.  The new owner will re-install the tanks to operate a gas station and convenience store.  The completion date is not yet available.

 

·         Alexander Circle VA Properties:  Don Martin and Jay Treft are drafting Homeowners Association documents in anticipation of the transfer of the VA properties in Alexander Circle.  The City is still awaiting completion of an environmental assessment and abatement by the VA.

 

 

New Business

 

Consideration of Agreement with Northern Kentucky Water Dist.:  The Water District, SD1, Green Team and the City are working together to create a passive use park at the intersection of Waterworks Road and Memorial Parkway.  The Water District is requiring a "Revocable License Agreement" to be signed by both parties because the park will be located on Water District Property.  A motion was made by Mr. Doepker and seconded by Mrs. Levine to approve the agreement between the City and the Northern Kentucky Water Dist.  Upon call of the roll, the following members voted "aye", Mrs. Steller, Mr. Doepker, Mrs. Levine, Mr. Haas, and Mr. Lampe.  Mr. Peterman recused himself from the vote due to the fact that his law firm does financial work for the Water District.  Voting "no", none.  The motion carried by a vote of 5-0.

 

Report on Vouchers

 

The Finance Committee presented its Report of Disbursements and recommended the payment of warrants numbered 55566 through 55662 for the period of April 8 - April 21, 2008.  A motion was made by Mr. Doepker and seconded by Mrs. Levine to concur in the recommendation of the Finance Committee.  Upon call of the roll, the following members voted “aye”: Mrs. Steller, Mr. Doepker, Mrs. Levine, Mr. Haas, Mr. Peterman, and Mr. Lampe.  Voting "no" - none.  The motion passed by a unanimous vote.

 

Ordinances, Resolutions, and Orders

 

Ordinance O-06-2008:  An Ordinance vacating and closing the unimproved ROW of Kath Lou Court was presented to Council for a first reading.  This Ordinance will be laid over to the next regular meeting of Council. 

 

Municipal Order MO-4-2008:  A Municipal Order appointing Emily Leising as a Police Officer Recruit was presented to Council.  A motion was made by Mr. Doepker and seconded by Mrs. Levine to approve Municipal Order MO-4-2008.

 

With no further business to come before Council, the meeting was adjourned at 8:45 p.m.
