MINUTES OF A MEETING
OF THE BOARD OF COUNCIL OF THE
Mayor Mary Brown called the meeting of City Council to
order at 8:00 P.M. on June 18, 2007.
The Clerk called the roll and the following Councilmembers were
present: Jim Doepker, Barbara Thompson
Levine, Roger Peterman and Tom Lampe.
Absent were Barb Runge and Eric Haas.
Staff members in attendance included:
City Administrative Officer Don Martin, City Clerk Melissa Kelly, City
Attorney Jann Seidenfaden, Finance Director Fred Ewald, Police Chief Mike Daly
and Fire Chief Mark Bailey.
Mayor Brown led the Pledge of Allegiance to the flag.
Minutes
The Minutes of the June 4, 2007 Council Meeting were presented to Council for consideration. A motion was made by Mr. Doepker and seconded by Mr. Lampe to approve the minutes as written. The motion carried by a vote of 4-0.
Reports of Boards, Committees, and Commissions
The Finance Committee of Council reported that they met on May 29, 2007 to discuss the FY 2007/2008 Budget. It is the recommendation of the Finance Committee to adopt the FY 2007/2008 budget via Ordinance O-20-2007. A motion was made by Mr. Doepker and seconded by Mr. Lampe to accept the report of the Finance Committee. The motion carried by a vote of 4-0.
Reports of Officers
Fire Department Monthly Report for May: Chief Mark Bailey presented his monthly report for May to Council. A motion was made by Mr. Doepker and seconded by Mr. Lampe to receive and file the Fire report for May. The motion carried by a vote of 4-0.
Police Department Monthly Report for May: Chief Mike Daly presented the monthly report for May to Council. A motion was made by Mr. Lampe and seconded by Mr. Peterman to receive and file the Police report for May. The motion carried by a vote of 4-0.
Mayor Brown welcomed Chief Mike Daly. Chief Daly recently attended a 12-week course
at the
Finance Committee Vouchers
The Finance Committee presented its report on Vouchers and recommended the payment of disbursements for the period of June 4, 2007 thru June 18, 2007. A motion was made by Mrs. Levine and seconded by Mr. Doepker to concur in the recommendation of the Finance Committee. Upon call of the roll, the following members voted “aye”: Mr. Doepker, Mrs. Levine, Mr. Peterman and Mr. Lampe. Voting “no”: none. The motion carried by a vote of 4-0.
Ordinances, Resolutions, and Orders
Ordinance O-17-2007, the final apportionment ordinance for Holiday Lane was presented to Council for a second reading. A motion was made by Mr. Lampe and seconded by Mr. Doepker to adopt Ordinance O-17-2007. Upon call of the roll, the following members voted "aye": Mr. Doepker, Mrs. Levine, Mr. Peterman, and Mr. Lampe. Voting "no": none. The motion carried by a vote of 4-0.
Ordinance O-18-2007, an ordinance for a text amendment to include Child Day Care Facilities as a permitted use in the Professional Office (PO) Zone was presented to Council for a second reading. A motion was made by Mrs. Levine and seconded by Mr. Doepker to adopt Ordinance O-18-2007. Upon call of the roll, the following members voted "aye": Mr. Doepker, Mrs. Levine, Mr. Peterman, and Mr. Lampe. Voting "no": none. The motion carried by a vote of 4-0.
Ordinance O-19-2007, an ordinance for a zone change located at 931 Alexandria Pike was presented to Council for a first reading. This ordinance will be laid over to the next meeting for consideration.
Ordinance O-20-2007, an ordinance for the FY 2007/2008 Budget was presented to Council for a first reading. This ordinance will be laid over to the next meeting for consideration.
Ordinance O-21-2007, an ordinance fixing the FY 2007/2008 Administrative Pay was presented to Council for a first reading. This ordinance will be laid over to the next meeting for consideration.

O-22-2007, an ordinance amending the Pay Table and Pay Classification Plan
for the City of
Ordinance O-23-2007, an ordinance fixing pay for the Police Department for FY 2007/2008 was presented to Council for a first reading. This ordinance will be laid over to the next meeting for consideration.
Ordinance O-24-2007, an ordinance fixing pay for the General Services Department for FY 2007/2008 was presented to Council for a first reading. This ordinance will be laid over to the next meeting for consideration.
Ordinance O-25-2007, an ordinance fixing pay for the Fire Department for FY 2007/2008 was presented to Council for a first reading. This ordinance will be laid over to the next meeting for consideration.
Resolution R-12-2007, a resolution pertaining to the City's application of the FY 2007 Federal Preserve America Grant was presented to Council. A motion was made by Mr. Lampe and seconded by Mrs. Levine to approve Resolution R-12-2007.
Municipal Order MO-10-2007, a municipal order appointing Jann Seidenfaden as the City Attorney was presented to Council. A motion was made by Mr. Peterman and seconded by Mr. Lampe to approve Municipal Order MO-10-2007. Upon call of the roll, the following members voted "aye" - Mr. Doepker, Mrs. Levine, Mr. Peterman, and Mr. Lampe. Voting "no" - none. The motion carried by a vote of 4-0.
There being no further business to come before Council, the meeting was adjourned at 8:45 p.m.

MINUTES OF A PUBLIC HEARING
OF THE BOARD OF COUNCIL OF THE
Mayor Mary Brown called the Public Hearing for the
proposed 2007/2008 Fiscal Year Budget and Municipal Road Aid to order at 7:15
p.m. on June 18, 2007.
Mayor Brown read the budget message which consisted of an
explanation of all funds included in the proposed budget. Mayor Brown called for questions or comments
from the public concerning the proposed expenditure of public funds for the
2007/2008 Fiscal Year Budget and Municipal Road Aid Funds. No comments were received and the hearing was
closed at 7:45 p.m.
