MINUTES OF A MEETING

OF THE BOARD OF COUNCIL OF THE

CITY OF FORT THOMAS,

CAMPBELL COUNTY, KENTUCKY, ON

MONDAY, NOVEMBER 19, 2007

 

 

            Mayor Mary Brown called the meeting of City Council to order at 8:00 P.M. on November 19, 2007. The Clerk called the roll and the following Councilmembers were present:  Barb Runge, Jim Doepker, Barbara Levine, Eric Haas, Roger Peterman, and Tom Lampe.  Staff members in attendance included:  City Administrative Officer Don Martin, City Clerk Melissa Kelly, City Attorney Jann Seidenfaden, Finance Director Fred Ewald, Fire Chief Mark Bailey and Police Chief Mike Daly.

 

Mayor Brown led the Pledge of Allegiance to the flag. 

 

Minutes

 

The Minutes of the November 5, 2007 Council meeting were presented to Council for consideration.  A motion was made by Mr. Lampe and seconded by Mrs. Levine to approve the minutes as written.  The motion carried by a vote of 6-0.

 

Visitors and Communications

 

            Mr. Paul Kruse of 1025 S. Ft. Thomas Avenue was present and addressed Council.  Mr. Kruse had received a letter from the City pertaining to his trash being set out on the street too early on the day of pickup.  The current ordinance states that "all refuse to be collected by the contractor shall be placed at the curb….not prior to 6:00 p.m. before the day designated for collection."  Mr. Kruse asked that council address the ordinance due to the fact that it is dark at 6:00 p.m. and may be difficult to see to maneuver large cans of trash.  Mr. Kruse also stated that the business owner to the left of his building constructed a deck on the property line and without a permit and poured a driveway using Mr. Kruse's building as a "stopper".  A motion was made by Mrs. Runge and seconded by Mr. Doepker to refer these matters to staff to address the issues with the deck and parking lot.  Mr. Doepker would also like to see the ordinance pertaining to trash collection addressed in relation to the times trash is put out and the cans are taken in.  The motion carried by a vote of 6-0.

 

Reports of Boards, Committees, and Commissions

 

Law, Labor, and License Committee Meeting Report:  Mr. Peterman reported that the Law Labor and License Committee of Council met to discuss a request from the 4th at the Fort Committee relating to consumption of alcohol on the 4th of July outside of the Mess Hall.  It was the unanimous decision of the committee that alcohol consumption will be permitted outside of the Mess Hall with the condition that a site plan is provided to council to ensure the safety of the public.  A motion was made by Mr. Haas and seconded by Mrs. Levine to approve the decision of the Law, Labor, and License Committee.  The motion passed by a vote of 6-0.


 

Reports of Officers

Fire Department Monthly Report for October:  Chief Mark Bailey presented the monthly report for October to Council and asked for questions.  A motion was made by Mrs. Runge and seconded by Mr. Doepker to receive and file the Fire Department Monthly Report for October.  The motion carried by a vote of 6-0.

 

Police Department Monthly Report for October:  Chief Mike Daly presented the monthly report for October to Council and asked for questions.  A motion was made by Mr. Lampe and seconded by Mrs. Runge to receive and file the Police Department Monthly Report for October.  The motion carried b a vote of 6-0.

 

Old Business

 

Update on Urban Deer Management Plan:  Don Martin reported that the Public Safety Committee met on November 5, 2007 to discuss the Urban Deer Management Plan.  Mr. Martin indicated that the City was scheduled to meet with Dr. Tina Brunjes of the Kentucky Department of Fish and Wildlife on November 14th but Dr. Brunjes had to cancel the meeting.  She responded to some questions of the City via e-mail.  There are several items under consideration and staff will meet with the Safety Committee once again before making any decisions regarding these items.

 

Report on Vouchers

 

The Finance Committee presented its Report of Disbursements and recommended the payment of warrants numbered 54561 through 54754 for the period of November 5 - November 19, 2007.  A motion was made by Mr. Lampe and seconded by Mrs. Levine to concur in the recommendation of the Finance Committee.  Upon call of the roll, the following members voted “aye”: Mrs. Runge, Mr. Doepker, Mrs. Levine, Mr. Haas, Mr. Peterman, and Mr. Lampe.  Voting “no”: none.  The motion carried by a vote of 6-0.

 

 

Ordinances, Resolutions, and Orders

 

            Ordinance O-33-2007, an ordinance adopting a supplement to the Code of Ordinances was presented to Council for consideration.  A motion was made by Mr. Doepker and seconded by Mr. Lampe to approve Ordinance O-33-2007.  Upon call of the roll, the following members voted "aye":  Mrs. Runge, Mr. Doepker, Mrs. Levine, Mr. Haas, Mr. Peterman, and Mr. Lampe.  Voting "no":  none.  The motion carried by a vote of 6-0.

 

            Ordinance O-34-2007, an ordinance prohibiting the intentional feeding of deer within the City of Fort Thomas was presented to Council and will be laid over for consideration at the next regular meeting of Council.

 

            Executive Order EO-10-2007, an executive order re-appointing Barbara Manyet as a member of the Fort Thomas Tree Commission was presented to Council with no action necessary. 

 

            Resolution R-19-2007, a resolution pertaining to expenditures and revenues of generated funds for the St. Luke Children's Advocacy Center was presented to Council for consideration.  A motion was made by Mrs. Runge and seconded by Mrs. Levine to approve Resolution R-19-2007.  Upon call of the roll, the following members voted "aye":  Mrs. Runge, Mr. Doepker, Mrs. Levine, Mr. Haas, Mr. Peterman and Mr. Lampe.  Voting "no":  none.  The motion carried by a vote of 6-0.

 

There being no further business to come before Council, the meeting was adjourned at 8:45 p.m.
