MINUTES OF A MEETING

OF THE BOARD OF COUNCIL OF THE

CITY OF FORT THOMAS,

CAMPBELL COUNTY, KENTUCKY, ON

MONDAY, SEPTEMBER 17, 2007

 

            Mayor Mary Brown called the meeting of City Council to order at 8:00 P.M. on September 17, 2007. The Clerk called the roll and the following Councilmembers were present:  Barb Runge, Jim Doepker, Barbara Thompson Levine, Roger Peterman, and Tom Lampe.  Absent, Eric Haas.  Staff members in attendance included:  City Administrative Officer Don Martin, City Clerk Melissa Kelly, Finance Director Fred Ewald, Lieutenant Rich Whitford, and Lieutenant Steve Lumpp.

 

Mayor Brown led the Pledge of Allegiance to the flag. 

 

Mayor Brown noted that the Merchants and Music Festival was a huge success and thanked the Administrative Staff, Police Department, Fire Department, and General Services Department for a job well done.

 

Minutes

 

The Minutes of the September 4, 2007 Council Meeting were presented to Council for consideration.  Mrs. Runge noted that Mr. Clem Fennel was not present at the meeting, it was Mr. Howard Wendling.  A motion was made by Mrs. Runge and seconded by Mr. Doepker to approve the minutes as amended.  The motion carried by a vote of 5-0.

 

 

Visitors and Communications

 

            Barb Vogel of 20 Hunteman Lane was present and addressed Council.  Also present was Mr. Tony Herms of Highland Heights.  Mr. Herms is Ms. Vogel's brother-in-law and realtor.  Ms. Vogel and Mr. Herms are requesting guidance from Council regarding Kathlou Court, a Right-of-Way located next to her home.  Ms. Vogel has tried to sell her home but claims she cannot due to the fact that her driveway is on city property and the driveway needs to be repaired.  Ms. Vogel does not want to repair the driveway if she does not own the property.  It was the consensus of Council to refer this matter to City staff and try to get the issue resolved as quickly as possible.  A motion was made by Mr. Lampe and seconded by Mr. Peterman to refer the matter to City staff.  The motion carried by a vote of 5-0.

 

            Mrs. Sandra Robinson of 147 Holiday Lane was present and addressed Council.  Mrs. Robinson is dissatisfied with the workmanship of the sidewalks that were installed in front of her home on Holiday Lane.  Mr. Martin noted that the city staff would set up a time to meet with her at her home to look at the sidewalks.

 

            Mr. Joe Schwerling of 192 Holiday Lane addressed Council.  Mr. Schwerling is still concerned about the workmanship of the sidewalks on Holiday Lane.

 

 

Reports of Officers

 

Fire Department Monthly Report for August:  Lieutenant Steve Lumpp presented the Fire Department monthly report for August to Council.  A motion was made by Mrs. Runge and seconded by Mrs. Levine to receive and file the monthly report for August.  The motion carried by a vote of 5-0.

 

Police Department Monthly Report for August:  Lieutenant Rich Whitford presented the Police Department monthly report for August to Council.  A motion was made by Mrs. Runge and seconded by Mr. Doepker to receive and file the monthly report for August. The motion carried by a vote of 5-0.

 

 

Report on Vouchers

 

The Finance Committee presented its Report of Disbursements and recommended the payment of warrants numbered 54261 through 54356 for the period of September 4 - September 14, 2007.  A motion was made by Mr. Doepker and seconded by Mrs. Levine to concur in the recommendation of the Finance Committee.  Upon call of the roll, the following members voted “aye”: Mrs. Runge, Mr. Doepker, Mrs. Levine, Mr. Peterman, and Mr. Lampe.  Voting “no”: none.  The motion carried by a vote of 5-0.

 

 

Ordinances, Resolutions, and Orders

 

            Ordinance O-30-2007, an Ordinance establishing and fixing the amount of service charges for the collection and removal of solid waste and curbside residential recycling was presented to council for a consideration.  A motion was made by Mrs. Runge and seconded by Mr. Doepker to approve Ordinance O-30-2007.  Upon call of the roll, the following voted "aye" - Mrs. Runge, Mr. Doepker, Mrs. Levine, Mr. Peterman, and Mr. Lampe.  Voting "no" - none.  The motion carried by a vote of 5-0.

 

            Ordinance O-31-2007, an Ordinance amending the city's Personnel Policies and Procedures Manual pertaining to insurance was presented to Council for a first reading.  This Ordinance will be laid over to the October meeting for consideration.

 

            Ordinance O-32-2007, an Ordinance establishing the 2007 tax rate for the City of Fort Thomas and declaring an emergency was presented to Council.  This Ordinance will become effective immediately and the requirements of a second reading and publication are suspended due to an emergency.  A motion was made by Mr. Lampe and seconded by Mr. Doepker to approve Ordinance O-32-2007.  Upon call of the roll, the following voted "aye" - Mrs. Runge, Mr. Doepker, Mrs. Levine, Mr. Peterman, and Mr. Lampe.  Voting "no" - none.  The motion carried by a vote of 5-0.

 

            Municipal Order MO-12-2007, a Municipal Order appointing Christopher Carpenter to Sergeant of the Fort Thomas Police Department was presented to Council. 

 

           


 

There being no further business to come before Council, the meeting was adjourned at 9:00 p.m.
