Resolution No. R-5-2009

 

 

A Resolution ON global warming and climate cHANGE

 

 

                WHEREAS, the Council of the City of Fort Thomas understands that the United States Congress and President Barack Obama will address the issue of global warming and climate change and by taking such action could impact the electric rates of consumers in Kentucky, and; 

 

WHEREAS, the City of Fort Thomas supports efforts to increase energy efficiency and renewable energy, but maintains that clean coal must be part of a diversified power supply, and;  

 

WHEREAS, the City of Fort Thomas believes that the continued use of coal-fired electricity generation is essential to keeping energy prices affordable and critical to the revitalization of the American economy, and; 

 

                WHEREAS, the City of Fort Thomas recognizes the cost to electric customers can be significantly reduced if emission allowances are allocated at no cost to regulated local electric companies rather than auctioned by the government; the state public service commission can then assure that customers realize the total value of these allowances, thus reducing consumer rate impacts. 

 

NOW, THEREFORE, BE IT RESOLVED, as follows:

 

Section I.

 

That the City of Fort Thomas requests that Congress design a cost-effective system that strives to enhance appropriate environmental goals while avoiding unnecessarily high costs to electricity consumers, and

 

            Section II.

 

 That the City of Fort Thomas hereby requests the citizens of the City of Fort Thomas to contact our Members of Congress and urge them to support as high an allocation as possible to the regulated local electric company, with the value of the allocated allowances used to hold rate increases down on Kentucky electric consumers..
